Sr. Purchasing Manager

PAE is currently seeking a Purchasing Manager to support its Global Supply Chain Management Center. This position will be based in Greeneville, SC.

This individual is responsible for oversight of purchasing managers, ensuring that program requirements are fulfilled in a strategic, efficient, and cost competitive manner. This individual will also contribute to the development of GSCM leadership strategies, advise on operational execution approaches, and deploy the enterprise GSCM procurement strategies within his/her sphere of influence.

**Primary responsibilities include:**

+ Ensures compliant purchasing policies and procedures are consistently used throughout the organization, by regularly interfacing with the subcontracts team to provide guidance and support the development of managers and supervisors.

+ Implement metrics and other evaluative techniques to measure the performance of the procurement organization

+ Identify competitive strategies that yield cost savings and greater supply chain efficiencies

+ Implements best supply chain practices related to material purchasing

+ Monitors training and certification requirements to ensure personnel credentials remain current

+ Serves as an advisor for complex material acquisitions and identifies requirements for risk mitigation

+ Consults with company staff representing the legal, technical, financial, logistics and managerial interests of the programs supported

+ Leads negotiations for complex material purchases and analyzes opportunities for cost savings

+ Analyzes market and delivery systems to assess present and future material availability

+ Researches and develops new sources of supply and keeps informed of new products, manufacturing processes, and price trends.

+ Prepares written reports, letters, and memoranda required for the Procurement Director and internal and external customers as directed.

+ Tracks and reports key functional metrics to improve efficiency and strengthen company's competitive position

+ Plans and conducts formal procurement training for the Purchasing personnel

+ Facilitates resolutions for issues related to material purchases including vendor claims, performance, and invoices

+ Responsible for ensuring daily workload assignment and prioritization of team tasks

+ Responsible for the employment, training, motivation, discipline and performance evaluation of assigned employees.

+ Coordinates purchasing activities with various internal and external sources.

+ Identifies opportunities for and implements strategic agreements along commodity lines.

+ Supports procurement file audits and data requests.

+ Leads vendor outreach initiatives for the Dubai office


+ BS degree in supply chain management, logistics, business administration, or other related discipline

+ 9-12 years of directly related experience in a government contracting environment including familiarity with FAR and DFAR

+ Experience working in an approved purchasing system (CPSR) environment is required. A combination of graduate education and related experience may be considered to satisfy the above qualifications

+ Proven working experience leading a culturally diverse purchasing team

+ Working knowledge of Federal Acquisition Regulations is required

+ Working experience of vendor management software

+ Experience working in austere environments highly desirable

+ Specific Skills: Extensive experience with Microsoft Office software to include: Excel, Word, PowerPoint, Visio and Projects.

+ Expertise in cost and price analyses

+ Other Requirements: Minimal to moderate travel may be required to CONUS andOCONUS locations. Some locations may be considered austere and dangerous
